Diaphragm mounted gear drive detuner - Patent 4417482
One end of the detuner pinion is slidably mounted on a ring which encircles the reverse pinion shaft adjacent the reverse pinion, and the other end of the detuner pinion is supported by a diaphragm assembly which prevents torsional and radial motion but permits axial movement of the detuner pinion.
The position of the detuner pinion 32 for idling is achieved by adjusting the axial position of the detuner pinion 32 relative to the reverse pinion 14 while the gear drive is at rest.
Thus, the detuner pinion 32 is not free to move radially but is free to move axially in response to changing conditions including changing dimensions of the teeth of the reverse pinion or of the detuner pinion, or changes in the space width between the teeth of the bull gear.

The Ultimate Detuner - American History Information Guide and Reference
Detuners are mechanical devices used to simplify the retuning of a stringed instrument during performance.
For example, a relatively common arrangement on the bass guitar is to use a detuner on the lowest string to allow the bassist to switch between 'standard tuning' (E A D G) and 'drop D' (D A D G).
However, there are many possible variants - for example, bassist Michael Manring has made extensive use of detuners in some of his compositions and has a bass with four strings but multiple detuners.

Detuning is something that is done to both skis and snowboards.
The average consumer will not realize the necessity to detun e the board at the contact points and as a result will experience difficulties while snowboarding on his or her board because the contact points will be sharp, grab at the snow and cause the rider to overturn and fall.

Hipshot Detuner? - Ernie Ball Forums
Slap it on, give it a few turns, and your hips will be detuned.
I wasn't educated in the Pittsburgh school system, so I may be wrong, but my guess is that the Hipshot Detuner is a detuner.
I gather it's not something you can set up in between tunes as it takes quite a bit of fiddling about to set the detuning interval, but once you're there it's accurate.

Sometimes when I come back from B to E I find the E very sharp and I need to retuning it...
I had four Hipshots on four basses for a long time, NEVER had a problem once you get them.
