He had a fairly complex transformation (for a Constructicon): flip the canopy back, twist the arms out to the side, move the shovel up to be his chest, fold out his head, and swing the treads down to be the legs and feet.
His transformation is the same as Mixmaster's, though you have to pull his head up.
He becomes Devastator's torso, and comes with several of the pieces needed to combine the 'bots, so without him I couldn't even pretend that the big guy was battle-damaged.

Universe Micromaster Devastator Set Toy Review
Since Devastator has a structure similar to the previous Micromaster gestalt, Defensor, it makes sense to do several comparisons between the two.
Because of the construction of Hightower and Scavenger, Devastator can also move his arms from side-to-side at the shoulders in addition to back-and-forth, so those little wings on the side of his chest piece don't interfere much with arm movement.
Because of the similarity of Devastator's gestalt parts to Defensor's, the jets are essentially the same, minus the color scheme, so my comments on Defensor in that respect also apply to Devastator.
