Roger Waters' opera Ça Ira labored in a self-imposed development hell from its conception in 1987 until its release in 2005.
It finally escaped development hell in 2003 and was released worldwide in April 2005, slightly under four years after Adams' death.

But most comics stories are either short limited series (a character doesn’t really have a lot of chance to develop in four or five issues) or potentially infinite series that will run for as long as a market for them remains.
I’m not saying that it’s impossible for a character to undergo a linier development when their story might end up running for six or seven decades, but given the limitations of a human life span, I can’t see a way it would work.
To develop his character is to destroy it, just as Poirot or Marple would be destroyed if they were changed in any significant way.

There's a really good article in the Observer about how the Moynihan Station may now be a new fight between the city, state, and some important real estate bigwigs.
Two weeks ago, developers Related and Vornado "took some plastic and wooden models of the Penn Station area to show off in a series of meetings with City Hall, important business associations and the New York Times editorial board," in order to gain support for a combined project.
So Moynihan Station is stuck in development hell but Atlantic Yards is full steam ahead.
