In 1611 Edward Devereux, a younger son of Walter Devereux, 1st Viscount Hereford, was created a baronet by King James I.
On the death of the 4th viscount (also the 3rd Earl of Essex), Sir Edward's son Walter succeeded to the viscouncty, and the baronetcy and viscountcy have remained merged.

The Crown, which claimed it as an encroachment on the Forest waste, (Footnote 12) granted the forge to Robert Treswell in 1626 (Footnote 13) but Kyrle, who was made a baronet, (Footnote 14) remained in possession in 1635.
About 1600 Robert Devereux, earl of Essex, pulled it down to make room for a forge, and Morse's nephew John Morse built a small grist mill on waste land belonging to the earl's Bicknor manor.

It became necessary in 1611 to raise money to finance the plantation of Ulster, a symbol of which was the Red Hand, and to aid this James I created the order of Baronets.
George Shirley was one of the first subscribers to this, the cost being £l,095, which covered 30 foot soldiers for three yeats at 8d per day.
