Devilman starts out a little slowly, and although the level of tension is pretty high, nothing really happens until toward the end of the first episode.
Keeping the action exciting is something that Devilman does surprisingly well at; series like this usually aren't very interesting aside from the action because there is no real tension, and even during the fights you rarely get the feeling that the hero is trying very hard.

Devilman is more demonic carnage from the master of gore and sleaze, Nagai Go.
The opening episode is slow and totally ignores the main character's personality in favor of setting up a bloodbath, but the rest of the series perks up considerably with surprisingly sympathetic characters and loads of fine looking action--one thing Devilman does not do is show its age.
Devilman does not rise above its demon-happy splatterfest roots, but within that genre it's surprisingly well done, loaded with the requisite gore and action, and even has enough creativity to keep somewhat more discerning viewers interested.

Approximately halfway through Devilman, immediately after the first child has been mutilated and eaten, our protagonist stops the show and breaks the fourth wall with a crossed-arms "hey, kids!" monologue ala He-Man. Except he's not telling kids to stay in school and get off the drugs: he is warning them.
Devilman, up until this point, has already been a comic that, here and now, a parent would not let a child read in a million years.
It's important to note the difference between anime Devilman and manga Devilman: the anime version is cleaned up for TV consumption, and Devilman comes out of it resembling Mazinger Z more than anything.
