Devolved government -- Facts, Info, and Encyclopedia article   (Site not responding. Last check: 2007-10-21)
Devolved government is (The organization that is the governing authority of a political unit) government which is devolved, either wholly or partially, from state level to a more local level.
However, unlike in a (Any federal law-enforcement officer) federal system, such devolved administrations exist in statute, not constitutional law, and can have their powers broadened or narrowed, or can even be abolished, by an act of the legislature.
A devolved government moves from a centralized, unitary structure of government towards a decentralized, confederal structure.

Devolved English parliament - Wikipedia, the free encyclopedia
A devolved English Parliament, giving separate decision-making powers to representatives for voters in England similar to the representation given by the Welsh Assembly, Scottish Parliament and the Northern Ireland Assembly, is sometimes an issue in British politics.
Alternatively, some would have this parliament take the form of an English Grand Committee in the United Kingdom House of Commons rather than as a new body with separate elections, while some see it as replacing the House of Commons, with a reformed House of Lords being the sole UK chamber.
There are currently several groups working to raise this issue of a Devolved English Parliament, including the Campaign for an English Parliament and the English Constitutional Convention.

The size of the devolved administrations’ shares will be a matter for negotiation, taking into account the extent of the powers of the devolved legislatures and administrations and the range of measures relating to devolved and non-devolved matters which might be taken to fulfil an obligation.
The devolved administrations must be consulted before any order is made to apportion their share of such an obligation, and the UK Government has made it clear to Parliament that it would expect to use its best endeavours to reach agreement with them.

LGA Brief: Devolved Management for Allotments
The practice of devolving a share of the responsibility for managing allotment sites to local allotment societies, known variously (and inconsistently) as "devolved management", "self-management" or "delegated management", has drawn strong if qualified support both from parliament and from central government.
Local authorities require some assurance that the societies or plotholder groups to which responsibilities are devolved will remain committed, reliable and responsible partners, despite occasional changes of membership (13), and there is a reciprocal requirement for a consistent commitment from the local authority despite changes in personnel, policies and political complexion.
The need to ensure accountability increases along with the share of management responsibilities which are devolved, and local authorities must recognise that there are limits beyond which devolution should not go if accountability is to be ensured (15) and cannot go given their statutory duty to provide (16).

Policy overlap can be managed by two mechanisms: (a) by restricting the legislative autonomy of the devolved administrations with respect to devolved competencies; (b) by imposing on UK Government an obligation to consult with the devolved administrations over policy developments in reserved matters.
With devolution and the creation of a new governing tier outside of UK Government, the devolved administrations no longer had access to these official networks and new agreements had to be established to facilitate co-operation and coordinated policy-making between the now separate administrations.

SSRN-Environmental Justice in an Era of Devolved Collaboration by Sheila Foster
In seeking more participatory, local and holistic decision making mechanisms, the move toward devolved collaboration intersects and converges with another prominent movement, environmental justice, in ways that are crucial for the future of environmental decision making.
This Essay argues that while devolved collaboration can theoretically ameliorate some regulatory inequities, it may also add renewed legitimacy to racial and class distributional inequities, further entrenching them in the landscape of environmental decision-making.
This Essay concludes that the movement toward devolved collaboration should best be regarded as the collective expression of a core set of normative principles that can guide the shaping of environmental decision making processes in a context-specific fashion.
