i think the dharmakaya (dharma body) permeates all of existence and would be present in the emptiness of all phenomena.
The dharmakaya is the only part of the mind that can give rise to the other bodies because it represents the emptiness of the mind.
A mind not percieving its own emptiness is the ignorance that prevents the dharmakaya from being produced by the mind's emptiness.

Essentially, Shinran says that the Dharmakaya, the ultimate interconnected reality of all things, is so fantastic that human minds have difficulty understanding it.
But then there is a second Dharmakaya, the form which reality takes on in order to graciously awaken us to the interconnectedness within which we live and love and have our being.
