SANTIAGO CITY–A primary suspect in the assassination of a barangay captain in Diffun, Quirino, was nabbed by operatives of the Criminal Investigation and Detection Group (CDG) after a witness tagged him as the culprit in the killing.
Despite his refusal to cooperate to repeated invitations by investigators, joint operatives of the CIDG and Diffun police armed with an arrest warrant collared Fernando Dionisio at his residence Tuesday morning and brought him to the CIDG district headquarters to shed light on his alleged involvement in the crime.
Dionisio, a former Diffun policeman, was pointed by a witness as the triggerman in the shooting of Geronimo Bautista, president of the Association of Barangay Captains in Quirino.

Carved from out of the region where the headwaters of Cagayan River descend to the Cagayan plains, Quirino is the newest of the five provinces in Cagayan Valley. It composes the municipalities of Aglipay, Cabarroguis, Diffun, Maddela, Nagtipunan and Saguday.
Tourism is a little explored potential industry in a ruggedly beautiful province such as Quirino.  Subterranean caves, challenging rock face cliffs and white water rapids have attracted a growing number of nature challenge sports enthusiasts.  The tourism industry is rudimentary and investing in better tourist facilities and support services is potentially rewarding.

DIFFUN, Quirino -- The president of this town's Association of Barangay Captains was killed while a village councilman was wounded on Sunday when armed men attacked them in Barangay Ricarte Norte here, police said.
Geronimo Bautista, ABC Diffun league president, succumbed to three bullet wounds in the chest.
Village councilman Teodoro Alcantara was wounded and was brought to a hospital in nearby Isabela.

The Philippine-German Community Forestry Project Quirino, based in Diffun, Quirino, is a development project of bilateral cooperation between the Philippines and Germany, executed by GTZ and KfW in collaboration with the Provincial Government of Quirino and the Department of Environment and Natural Resources (DENR).
Its aims are to contribute to the sustainable management of the natural resources (forest, land and water) within the project areas through community organization and self-help in order to conserve the watershed function of the areas and to safeguard the livelihood of the upland population.
The project area covers 23 700 hectares, of which 19 300 are still thickly forested, with a population of 3 500 persons in 660 households.
