As applied to the computational model generally, the characterization of a process as computational is a characterization of a physical system from outside; and the identification of the process as computational does not identify an intrinsic feature of the physics, it is essentially an observer relative characterization.
Similarly in the case of the mechanical computer the whole system includes an outside homunculus, and with the homunculus the system is both causal and logical; logical because the homunculus provides an interpretation to the the processes of the machine; and causal because the hardware of the machine causes it to go through the processes.
In the brain computer there is no conscious intentional implementation of the algorithm as there is in the human computer, but there can't be any nonconscious implementation as there is in the mechanical computer either, because that requires an outside homunculus to attach a computational interpretation to the physical events.
