Digital One commissioned Continental Research to carry out some market research into what people want from DAB, and those surveyed "placed a rise in the number of stations at the bottom of their list of reasons for taking up digital radio".
Radio is about listening to the radio, and although the BBC radio stations on Freeview sound significantly better than they do on DAB (because they use higher bit rates on Freeview than on DAB) they don't sound as good as Radios 1-4 sound on FM.
Radios 1-4 are on the SDN-owned (now owned by ITV) Multiplex A on DTT, so they would have to purchase more capacity to increase the bit rates -- but the BBC does have an income of £3 billion per annum, so it's not as if they can't afford it.
