It borders the districts of Manatuto to the east, Aileu to the south, and Liquiçá to the west.
Atauro Island, to the north of the district opposite the capital, is one of the subdistricts.

The possibility of ECHO funding for NGOs engaged in the district health programmes may be one of the few bright lights in the funding picture, although the DHS has advised against this for Dili district.

The police response to violence in both Baucau and Dili demonstrated the weakness of chains of command and control, a lack of discipline and the fact that the PNTL are neither properly trained nor equipped to respond effectively to public disturbances in accordance with international human rights standards.
The violence in Dili was triggered by the arrest of a 20-year-old youth on 3 December 2002 in which it was alleged by witnesses that PNTL officers had used excessive force.
The organization believes the events in Ermera District, and another alleged attack by militia on a bus in Bobonaro District on 24 February 2003 which resulted in two deaths, lends weight to the argument for drastically accelerating efforts to strengthen the capacity of PNTL, including in the areas of intelligence gathering and investigations.

Five PNTL officers, including the district commander, were charged in connection with the ill-treatment and initially expelled from the PNTL; however, the case was subsequently dismissed and they were allowed to return to active duty.

In most of the district and sub district towns, water from unprotected springs in the mountains are brought by gravity to and stored in reservoirs and distributed through gravity-fed distribution systems to the community for a limited time (2 to 3 hours) in a day.
The immediate task in Dili as well as in district towns, is to keep the roadside drains clean and free flowing and prevent silting and blocking of out-fall channels.

Timor Post reported a follow-up story on the calls for the resignation of call from Dili District Administrator, Ruben Braz the President of the National Parliament, Francisco Guterres for over the eviction of fruit-sellers as reported the previous day.
He also commented, " the Dili District Administrator has told the vendors many times to leave but it was the vendors who chose not to leave the place".
The PNTL commander for Bobonaro district said that the operation was carried out successfully and the PNTL will continue to monitor the group to ensure that the group will not proceed with flag-raising activities and setting up posts.

TAPOL does not take a view on whether the facts of the case are as alleged, but is extremely concerned that the Dili court failed to observe international human rights standards in deciding that the cultural domination of men over women in East Timor was a proper ground in law for releasing Dr Lobo.
In allowing the accused's appeal against his pre-trial detention, the Panel of the Dili District Court decided to release him from prison and ordered substitute restrictive measures of house detention and weekly reporting to the court.
They gave as their reasons Dr Lobo's work at the Dili Hospital, his children's right to be with their father and the cultural situation of East Timor where, according to the Court, a man has the right to control the actions of his wife.

July — Eleven defendants went on trial in Dili today for allegedly committing crimes against humanity during the pre- and post-ballot violence in 1999, the first such case to be prosecuted in United Nations administered East Timor.
The Prosecutor for the Special Panel for Serious Crimes, Stuart Alford, told the court the defendants were accused of 13 murders committed in four separate incidents as well as the attack and burning of a number of villages and the subsequent deportation of their inhabitants.
The crimes were allegedly committed in Liquiça district as part of a campaign of violence by members of the Indonesian Army (TNI) and the pro-autonomy militia group Besi Merah Putih (Red White Iron).

The Special Panels of Judges at Dili District Court was set up in 2000 by UNTAET to hear cases of Crimes against Humanity and serious crimes from the 1999 period.
The Special Panel for Serious Crimes of Dili District Court, presided by Judge Maria Natércia Pereira found that the defendants Alarico Mesquita and Florindo Moreira, were guilty of persecution, abduction and torture, as a crime against humanity and sentenced them to 6 years and 8 month in prison.
This incident was a part of the campaign of violence orchestrated in the area of Hera, Dili district, by the Aitarak militia, between April and September 1999.

DILI — Thousands of small traders at the Dili market (Mercado Lama) are being pressured to move to two refurbished markets in Comoro and Becora, on the western and eastern outskirts of the city respectively.
The traders have resisted, despite promises made by Dili district officials that the new markets are superior to the Mercado Lama.
Aside from trying some repressive tactics, the Dili district authorities did not attempt to regulate the market by constructive measures, such as instituting a rubbish collection system or building basic amenities, let alone make an attempt to refurbish the market itself.

The Serious Crime Unit (SCU) of the East Timor General Prosecutor's Office has indicted Gen. (ret.) Wiranto because, based on the principle of command responsibility, the general is responsible for the crimes against humanity, in the form of systematic murders, deportations and torture, that took place in East Timor in 1999.
The charge dossier was registered with the Special Panel for Serious Crimes at the Dili District Court on Feb. 24.
According to Minister of Foreign Affairs Hassan Wirayuda, the Dili District Court is not an "international tribunal", therefore it has no jurisdiction or authority to arrest other countries' citizens.

While in office, judges and prosecutors will be barred from accepting political or any other public office or employment, including teaching law, participating in the drafting of the law or carrying out legal research on a part-time basis, unless for honorary unpaid purposes, it said.
According to the regulation, the judiciary will eventually be composed of district courts and one court of appeal.
