The Royal Burgh of Dingwall (Inbhir Pheofharain in Gaelic) is a burgh in the highlands of Scotland.
Dingwall formerly served as the county town of the county of Ross and Cromarty.
Dingwall was a parliamentary burgh, combined with Dornoch, Kirkwall, Tain and Wick in the Northern Burghs constituency of the House of Commons of the Parliament of Great Britain from 1708 to 1801 and of the Parliament of the United Kingdom from 1801 to 1918.

A lawyer by training, Dingwall was first elected to the Canadian House of Commons in the 1980 Canadian federal election as the Liberal Member of Parliament (MP) for Cape Breton—East Richmond in Nova Scotia.
Dingwall, one of Chrétien's strongest allies, was the Liberals' senior minister in Nova Scotia was responsible for patronage projects; one example being an infamous rock wall surrounding the campus of the then-UCCB as part of a beautification project - it was promptly labelled "the Ding wall".
Dingwall, however, was soon viewed as "out of touch" with his riding, and a disenchantment in the Atlantic Provinces with the government's changes to Unemployment Insurance and cuts in fish quotas made him vulnerable.

Dingwall said the bulk of the rest went toward building business relationships, adding that under his two-year stewardship, the mint's profit jumped by 27 per cent to nearly $70 million a year.
At the conclusion of his prepared statement, Dingwall waved a pack of chewing gum and said he was confident that the auditors wouldn't find any claims for gum from his office.

Dingwall, who already has a generous pension as a former MP and minister, now wants severance pay from the mint, despite the fact he quit because, in his famous words, he is "entitled to my entitlements."

In a nutshell Dingwalls expense claims included a number of items that are very questionable, there’s an investigation into that going on now, and Dingwall resigned over it all; however that’s not the point of this post and I’m not going to comment on that aspect of the affair.
Dingwall was in a senior role, the most senior role at the crown corp and I would be amazed if he did not negotiate an exit package when he took the job.

Theses expenses mean that the botton line at the MINT was reduced beciase Dingwall was treating himself to the high life, no doubt toasting the other Liberal porkers slopping at the trough with hearty “Long live Radwanski” cheer.
It is amusing that under Dingwall the Mint retreated from the practice of including ten-year historical results, and instead present only the historic results from the money-losing time before the Dinger showed up to save the company.
