My sense is all this dialogue is the “allusion of inclusion” and that the small group of vocal people within each church who have been leading the rebellion believe they can get their way because they already have buy-in by the clergy and the vestry.
Truro made clear to the Times, in response, that no such decision has been made—the process of discernment having not been begun.
