WORCESTER—; Boston lawyer Carmen L. Durso yesterday called on the Diocese of Worcester to bypass the court system and enter into direct negotiations to settle the pending lawsuits alleging clergy sexual abuse.
Durso said the diocese at one time would waive the charitable immunity cap, which is $20,000, and give a victim more money if he or she was willing to sign a confidentially agreement and remain silent about the abuse.
Dick is a victim support advocate for Worcester Diocese Voice of the Faithful, a group of Catholics that formed throughout the United States in the wake of the clergy abuse scandal in the Catholic Church.

 Worcester Diocese Before Texas Court
The Diocese of Worcester and Auxiliary Bishop George E. Rueger have been named as defendants in a civil lawsuitfiled in Texas by two men who allege they were sexually abused as teenagers by the Rev. Thomas H. Teczar after the Catholic priest relocated from Worcester to the Fort Worth area in 1988.
Teczar, who now lives in Dudley, was ordained in the Worcester diocese in 1967 and was placed on leave by Bishop Timothy J. Harrington in 1986.
The suit alleges that as far back as his days as a seminary student, Rev. Teczar "exhibited well documented sexual proclivities towards adolescent boys which made him unsuitable to serve as a minister" and that his "troubled," 20-year career in the Worcester diocese was "marked by complaints against him for sexual misconduct," transfers and treatment.

NewsCenter 5's Kelley Tuthill reports that a man who said he was abused as a teenager by a priest, claimed that the Worcester Diocese knew of Father Thomas Teczar's behavior before the man was even ordained.
Lewcon said letters prove that the Diocese of Worcester knew Teczar had a problem as early as 1967, five years before his alleged abuse.
Worcester Diocese spokesman Ray Delisle was unable to talk Wednesday, but he said that the diocese is waiting for a written request from the district attorney before deciding what information to turn over.

WORCESTER — On March 9, an announcement was made in Rome that Pope John Paul II had appointed Bishop Robert J. McManus, auxiliary bishop of the Diocese of Providence, the fifth bishop of Worcester.
The bishop, who is a non-voting member of the Providence diocese’s child protection board, said he was not familiar with the clergy abuse situation in the Diocese of Worcester.
He noted that the Worcester diocese received two commendations in the national audit released in January by the United States Conference of Catholic Bishops.

Among court documents filed with the lawsuit is a letter Monsignor Thomas Bride of the Norwich diocese wrote to Reilly recommending that sexual abuse defendant the Rev. Richard T. Buongirno not be placed in a parish ministry.
