Direct democracy was first experimented with in the ancient Athenian democracy of ancient Greece (beginning circa 508 BC (Finley, 1973)), which was governed for two centuries by a general assembly of all male citizens, by randomly selected officials, and one elected representative charged to command the army of the city (strategos).
Interestingly, direct democracy models in practice usually focus on the adversarial process of advocating and choosing one of usually two broad or sweeping options defined for the citizens by experts.
Even in states where direct democracy components are scant or nonexistent at the state level, there often exists for deciding specific issues, such as whether a county should be "wet" or "dry" in terms of whether alcohol sales are allowed.

With all due respect, you are wrong when you assume that we have representative democracy in Canada, at the federal, provincial or municipal level.
We live in a "responsible democracy", not a representative democracy — there is a difference.
To expect that citizens in Rossland should have switched with ease and noblesse from being spectators of a "ritualistic democracy" to being responsible and empowered citizens of a "democracy" plain and simple is expecting too much.
