The Office of Director of Central Intelligence (DCI) was established on January 23rd 1946 with Adm. Sidney Souers occupying the position.
Until April 2005, the Director of the CIA served as the Director of Central Intelligence (DCI), coordinating intelligence activities among and between the various United States intelligence agencies, also called the American Intelligence Community.
CIA Director Porter Goss was the 19th and final CIA Director to serve in the position of DCI.

In the course of an amateur taking control of a very professional organization called the Directorate of Operations, there was a lot of resentment, because either they'd had directors who hadn't bothered to try to take control, or they'd had directors who were one of their own before, and therefore they trusted them.
I think that overall head should be called the director of central intelligence because, in principle, that's what the DCI is now; he just does not have the authority to go along with his responsibilities.
Finished intelligence is the kind of thing that provides the information necessary to identify a threat and perhaps what needs to be done about it, but does not give away the source of the information or the methods by which it was obtained.
