Typically, a director has complete artistic control over all aspects of the movie, but it is not uncommon for the director to be bound by agreements with either a producer or a studio.
The Director of Photography has a number of possible duties: selection of film stock, cameras, and lenses; designing and selecting lighting, directing the gaffer's placement of lighting; shot composition (in consultation with the director); film developing and film printing.
AKA: DC Contracts under the terms of the Hollywood Director's Guild usually allow 6 weeks for a director to assemble a cut of the movie without studio interference as he or she would like it to be seen.

The director of photography (or "DP" in industry lingo) is the artist who defines the individual shots, decides how to light a subject, dolly movements, which lenses to use, etc. He oversees a group of camera operators and interfaces with the sound editor, director and other people.
I've read that some directors prefer to control almost every aspect of the shot, lighting included (Jim Cameron comes to mind, although I could be misremembering); while other directors prefer to let the DP handle the technical details while they 'work' the actors.
The DOP is the craftsman responsible for translating this vision and story into moving pictures.

I believe that the cinematographer has one primary job: to serve the director’s vision of the story.
I take great pride in always making the best effort I can to understand what the director is trying to do and helping him or her achieve that vision.
Some directors prefer to control every aspect of the image and, at the other extreme, some prefer to concentrate on directing the actors and pretty much leave the photography up to me. Most commonly, of course, it’s somewhere in the middle.
