International counterterrorism is running afoul of Bush's imperatives for what has become a "dirty war." Although Bush's "war on terrorism" is a phrase his administration last month declared was obsolete (only to have Bush reimpose the slogan Wednesday), the dirty war remains very much in place.
Since Sept. 11, 2001, Bush has proposed a sharp dichotomy between "war" and "law enforcement." In his 2004 State of the Union address, he ridiculed those who view counterterrorism as other than his conception of war: "I know that some people question if America is really in a war at all.
To the extent Britain responds with the assertion of the rule of law, it serves as a notable counterexample to Bush's dirty war.

Writer/Director Daniel Percival and Writer Lizzie Mickery precede the film with a warning that, although Dirty War is a work of fiction, their film is based on "extensive factual research." From the very start, the viewer is left to wonder just what aspects of the film is complete fiction and what might be all-too-frighteningly real.
Dirty War is not a perfect film, by any stretch of the imagination, but it is an extremely well written and well-acted work of fiction that actually feels much more real than many documentaries.
Dirty War is presented in an anamorphic 1.85:1 widescreen transfer that may not be in the best of shape, but actually adds to the documentary-style feel of the film.

It must be coincidental that Boston's recent dirty-bomb scare came days before the premiere of the HBO movie "Dirty War." We know television outlets will lie, cheat, steal, and pander shamelessly in order to grab viewers, falsifying coming attractions and encouraging reality hot-tub shows to look like soft-core porn.
"Dirty War" (which will also run on PBS on Feb. 23 as part of an HBO-PBS deal) is a glimpse of what might happen if a homemade device packed with radioactive powder exploded in a major city -- in this case, London.
"Dirty War" falls into the same category as series such as "24" and "The Grid," as well as the recent FX movie "Smallpox," which was also directed by Percival.

Although Bush’s “war on terrorism” is a phrase his administration just two weeks ago declared was obsolete -- only to have Bush reinstate the slogan a few days later -- the dirty war remains very much in place.
But Bush is more and more under attack in defense of his dirty war: the Pentagon has quashed the suggestion of military investigators looking into FBI reports of torture at Guantanamo that its former commander, Major General Geoffrey Miller, be reprimanded for dereliction of duty.
But the dirty war that damages the difficult work of counter-terrorism continues unabated, raging on for reasons beyond domestic political consumption; at its heart is the drive for concentrated executive power above the rule of law.

To avoid possible culpability under U.S. anti-torture statutes, the harshest interrogations are said to be accomplished through rendering detainees into the temporary custody of cooperative foreign intelligence services, such as those of Egypt and Saudi Arabia, with a record of employing torture.
The first was a prolonged internal debate, from October 2002 to April 2003, regarding the permissible range of "counter-resistance techniques" for interrogation of mid-level detainees held at the U.S. prison at Guantanamo Bay.

Help Mexico Put 'Dirty War' to Rest (Human Rights Watch, 4-3-2004)
According to the National Security Archive, a private research institute based in Washington, D.C., the U.S. government possesses thousands of documents concerning the Mexican "dirty war." These documents could be a powerful tool for the special prosecutor as he seeks to establish how Mexico's security apparatus functioned and what role specific individuals played within it.
This is largely because of widespread opposition to the war in Iraq, which has only intensified as the main justification for the invasion has shifted from Saddam Hussein's elusive weapons of mass destruction to his well-documented mistreatment of the Iraqi people.
The fact that the first Mexican charged with "dirty war" crimes was an associate of the CIA is one more potent reminder of the double standard the U.S. has applied to human rights.

Already the war was "not popular" and becoming less so when Iraq aligned with its old enemy Iran to allow for the flight of Iraqi fighter jets to Iran.
The U.S. military custom of burying dead enemies disposed of the problem, the man said, when "thousands of Bedouins and other families were buried side by side with warriors in mass graves around Iraq." Fire, as well as inadequate and decentralized record keeping, assisted in making the dead vanish.
