Disarmed Enemy Forces was a designation both for soldiers who surrendered to an adversary after hostilites ended and for those previously surrendered POWs who were held in camps in occupied German territory at that time.
The purpose of the designation is to circumvent the 1929 Geneva Convention, Relative to the treatment of prisoners of war.
The wording of the 1949 Third Geneva Convention was intentionally altered from that of the 1929 convention so that soldiers who "fall into the power" of the enemy are now protected as well as those taken prisoner in the course of fighting.

According to the ECLIPSE plan, the disarmed enemy troops were to be fed, like the DPs, from German sources; but while the DPs were scattered in groups of thousands and could theoretically live off the local economies, the troops were concentrated, sometimes in the hundreds of thousands.

Bacque, was simple: he changed the designation of the prisoners from "Prisoners of War" (P.O.W.), required by the Geneva Convention to be fed the same rations as American G.I.'s, to "Disarmed Enemy Forces" (D.E.F.), which allowed him to cut their rations to starvation level.
What happened is simple enough: the Allies could not afford to feed the millions of German prisoners at the same level at which they were able to feed German civilians, not to mention the civilians of the liberated countries of Western Europe, and not to mention as well the displaced persons.
They did not wish to violate it, so they used the new designation of "Disarmed Enemy Forces." The orders to the field commanders were straighforward: do not feed the DEF's at a higher scale than German civilians.

If you were a young man, with several small children at home, you know how these enemy children played on the minds of decent Americans who knew what their government was doing was wrong.

Many of Hitler`s enemies were incarcerated and due to the threat to Germany 25,000 SA men and 15,000 SS were appointed to the Auxiliary Police.
These camps were not open to inspection by any outside authority and DEF’s were denied mail and not allowed communication with anyone outside of the camps (thus denying their families the knowledge if they were alive or dead).
It is reported that soviet forces tied German women to tanks and other vehicles to avoid the German anti tank weapons, believing (correctly) Germans would not fire on their own citizens.

Since the SS constituted 25 percent of the German Army that was quite a stretch.
What many miss is that Eisenhower most assuredly violated the Geneva Convention when he decided to call, well after the war, regular German soldiers as "disarmed enemy forces" (DEFs).
Their easy victory over the Taliban in Afghanistan has convinced them more than ever that they and their military forces are invincible.
