News propaganda is covert propaganda packaged as credible news without transparency as to source and motivation.
As with any propaganda, news propaganda may be spread for purposes including political or ideological reasons, partisan agenda, religious motivation, and commercial motivation.
A New York Times editorial (March 16, 2005) entitled "And now, the counterfeit news" affirms that at least 20 U.S. federal agencies, like the Department of Defense and the U.S. Census Bureau, produced and distributed hundreds of TV news reports since 2001 that were aired as if they were produced by the media.

 Scientists: Bush Distorts Science -
The Bush administration has distorted scientific fact leading to policy decisions on the environment, health, biomedical research and nuclear weaponry, a group of about 60 scientists, including 20 Nobel laureates, said in a statement on Wednesday.
The statement and the report both accuse the Bush administration of distorting and suppressing findings that contradict administration policies, stacking panels with like-minded and underqualified scientists with ties to industry, and eliminating some advisory committees altogether.
New regulations and laws are necessary to fix the situation, the statement says.

According to the Tampa Tribune, Two Florida reporters are challenging the license renewal of FOX television station WTVT in Tampa for intentionally airing false and distorted news reports.
One received a jury award of $425,000 because the station was found to have retaliated against her for blowing the whistle.
The other reporter contended that "the court found that it's not against the law to distort the news." The two reporters waited until the station's license came up for renewal to file their current complaint.

The constant barrage of negative news the media chooses to report on bothers me, depicting quite a different view of what is transpiring over here.
I am forced to ponder the value of a news-media that only reports a distorted view of events based on what they determine will sell papers and magazines or news that supports their own biased political attitudes.
What is the value of news that doesn't tell the true story, but only a one-sided biased interpretation predetermined before the news events even occur.

The appellate court overturned the case because it determined the FCC policy against news distortion was never formally adopted as a rule, and therefore doesn't qualify under the Florida whistleblower statute.
While it's true that the FCC has a policy (but not a "rule," which is the distinction the appeals case turned on) against "news distortion," it's never really been enforced because of First Amendment considerations.
Do we really want to open the Pandora's Box of the FCC determining whether a story is "distorted?" If a real hard-hitting story were broadcast, I can imagine Monsanto (or more likely an astroturf front group acting on it's behalf) turning the tables to quash such reporting.
