The movement to the coast is expected to continue for the next 10 to 15 years, driven in part by the baby boomer generation and by rapid increase in house prices in capital cities and a desire by many people to seek a better lifestyle, away from the congestion of the cities.
Coastal Councils believe they have a responsibility to address the issue of growth in the interests of safeguarding the welfare of their residents.
The District Council of Yankalilla is a member of the National Sea Change Taskforce along with 66 coastal councils which include our neighbouring councils, the City of Onkaparinga, City of Victor Harbor and the District Council of Alexandrina.

Council is very conscious of the need to be open and accountable when considering the many issues placed before it, but there are circumstances, which pursuant to Section 90 of the Local Government Act 1999, need to be dealt with by Council in confidence.
Council passed 703 resolutions, on a wide variety of issues in the past 12 months and the number dealt with in confidence equals 0.42% of all resolutions.
Council reviewed its By-Laws in 2002/03 and as part of the review Council were mindful of not establishing a By-Law which either restricted competition or gave an unfair commercial advantage to any party.

 Judgment in the matter of Peej Nominees Pty Ltd v Alexandrina Council
Peej Nominees Pty Ltd ("the appellant") applied to the Alexandrina Council ("the Council") for provisional development plan consent to build a dwelling on the land at 10 Wells Road, Goolwa ("the land").
The Council informed the appellant, by letter dated 5 October 2004, that it intended to process the application as being for a kind of development which is not "complying" and which is a Category 3 kind of development pursuant to Schedule 9 of the Development Act 1993.
Mr Broderick, counsel for the Council, pointed out that a larger gate in the Colorbond fence at the rear of the existing dwelling would be needed if vehicular access were to be gained to the boat storage shed behind the existing dwelling, but that could easily be achieved.

A fine bridge was constructed over the creek and is still used today.
Part of the present area of the District Council of Alexandrina was the District Council of Port Elliot and Goolwa and was originally part of the District of Encounter Bay, the name commemorates a meeting in 1802.
The meeting was between Mathew Flinders sent to explore the coast of Australia and the French explorer Captain Nicolus Baudin.
