The LEGCO also has Legislative Council Redress System to receive and handle complaints from members of the public who are aggrieved by Government actions or policies.
The LEGCO elections have been mocked as a weak attempt at democracy and lacks the power to make laws and be the voice of the people of Hong Kong.

Hong Kong's NPC delegates also are members of the Election Committee that chose 10 of the Legislature's 60 members in 1998 and 6 of the legislatures members during the year.

Hong Kong is divided into five large, multi-seat districts, and a complex system of proportional representation negotiated by the Chinese with the British before the handover in 1997 all but guarantees pro-Beijing parties a substantial share of seats.

Tsang Yok-shing, head of the pro-Beijing Democratic Alliance for Betterment of Hong Kong (DAB), offered to resign on Monday from his post as DAB chairman after his party suffered a major blow in the District Council elections.
Now this is interesting because the Beijing Political Rimming league usually does well in the District Council elections as community issues have in the past outranked political stance.

[On June 29, the Legislative Council of Hong Kong passed the election arrangement for the 1995 Legislative Council election which was first proposed by Hong Kong Governor Christopher Patten back on October 7, 1992.
Lee and Szeto were active in the support movement, formed the nucleus of the Hong Kong Alliance, and were subsequently kicked out of the Drafting Committee by PRC.
Because the PRC considers the 1995 election arrangement to be null and void and to certainly terminate on June 30, 1997, it did not lobby vigorously against it.
