 The Provincial District of Alberta
Of the four provisional districts which comprise the organized territory of the Canadian Northwest, viz: Assiniboia, Saskatchewan, Alberta and Athabasca, Alberta is undoubtedly the "banner" district of the four.
Between thirty and forty thousand square miles of the district are admirably suitable to mixed farming, a branch of agriculture which can be pursued with great profit owing to the shortness and comparative mildness of the winters and the excellent grasses.
Edmonton is situated on the north branch of the Saskatchewan in the center of a rich farming district, and McLeod is situated in the center of the rich grazing country before described.

 History of Frobisher & District Schools
Some of the districts in the area that became part of the Frobisher Subunit #1 were Ernewein, Munro, Rockland, South Frobisher, Vineberg, Ansell, SunnyLea, Hirsch, Nivelle, Rich Prairie, Kingsford, Roseview, Steelman, East Star, Bienfait Rural, Bienfait, and Lignite.
Munro School, an 18' x 26' wooden building, opened May 1, 1901, in Assiniboia District, North West Territories, As it was the first school in the area students from surrounding districts of Rockland, Frobisher, Vineberg, and Mayflower paid tuition to attend.
The Vineberg school district was formed in 1893 by the Jewish Colonization Society.

It is interesting that each of the new districts included a major river valley or part of one.
The boundaries of the District of Saskatchewan overlapped those of the District of Keewatin.

 MHS Transactions: Local Government Reorganization
At Portage la Prairie, outside the boundaries of the Municipal District of Assiniboia, another attempt was made to establish a form of local government.
Both the Judicial District Boards and the new County Council system were criticized and the County Council system was abolished in 1884, but the Judicial District Boards continued until 1886.
The Judicial District Boards were taken over by the Municipal Commissioner, who by statute was created a body corporate and the formation of composite local authorities was abandoned.

- PROVISIONAL DISTRICT OF ASSINIBOIA: One of four provisional districts established in 1882 to better govern the settlements of the North West Territories, and as a first step eventually leading to the creation of provinces.
The boundaries of the District of Assiniboia were between 111 degrees, 4 minutes, and 112 degrees longitude, including the Milk River area beyond Medicine Hat.
Yorkton was located in the District of Assiniboia until the District was incorporated into the Province of Saskatchewan in 1905.

In stormy weather waves crashing on the limestone rocks of the narrows resounded eerily, and the Indians believed the sound came from a huge drum beaten by Manitou.
In 1868 Thomas Spence of Portage la Prairie attempted to create a republic outside the district of Assiniboia to be named Manitobah.
His plan failed, but a year later when he joined Louis Riel's Council at Fort Garry, Spence's choice was selected as the name of the new province, and the letter H was dropped.

For the 1814—15 trading season, he was promoted to assistant writer and trader and placed in charge of the small HBC post on the Berens River, where he remained until 1816.
      In anticipation of the passing of the ownership of the District of Assiniboia from the Selkirk estate to the HBC in 1836, the membership of the Council of Assiniboia was increased from 5 to 15 to make it more representative.
In an effort to curb the activities of the two leaders, Chief Factor Duncan Finlayson* had refused to renew their freighting contract with the HBC in 1843, and the following year Chief Factor Alexander Christie*, governor of Assiniboia, issued a proclamation against the illegal traffic in furs and stated that all mail would be censored.

Robert Baker, a doctoral candidate at UCLA, uses the settlement as a site for critical exploration of the meaning of "law and order" on the Canadian frontier and for an investigation of the sources from which legal history might be rewritten as the history of legal culture.
Examination of Assiniboia's juridical institutions in action reveals a history formed less through the imposition of authority from above than by obtaining support from below.
Baker shows that the legal history of the Red River settlement—and, by extension, of the Canadian West in general—is a story of local legal culture in formation, dependent for its viability on community notions of law, justice, and reason.

The provisional district in central present-day Saskatchewan (between township 35 and township 70) was named Saskatchewan.
And Athabaska was the provisional district of the North West Territories for the northern portion of present day Saskatchewan (Township 71 and northward to the District of MacKenzie NWT at the present border between Saskatchewan and the NWT).
These provisional districts did not use the current eastern and western boundaries, but extended to range 10 west of the 4th meridian now known as Alberta and the district of Saskatchewan had an eastern border at Lake Winnipeg.

 Beginings
People came in earnest to become homesteaders in the area once called the North West Territories in the District of Assiniboia.
Some of the earliest pioneers who homesteaded in the Foote-Copeland district worthy of special mention were Roy Copeland, Len, Harold and Will Evans and William Foote.
Roy was memorialized in 1908 by having the Copeland School and District named in his honour because he was reported to be the first settler on the Quill Plains.
