District of Columbia home rule is a term encompassing the controversy regarding the lack of an intrinsic right for citizens of the District of Columbia (i.e., the city of Washington, D.C.) to govern their local affairs.
This often made the District committees into "dumping grounds" for congressmen judged to be unworthy of major assignments or unpopular with their peers or even for violators of party discipline.
The District government was later to abandon this expensive project and left the canal to become something of an open sewer; this was one of the reasons cited for abolishing District government at the time and returning to direct Congressional rule.

Between 1949-1972, the Senate passed eight home rule bills alone which ultimately died or were defeated in large part by the efforts of then-Chairman of the House Committee on the District of Columbia, John McMillan (D-S.C.), who lead the committee from 1945-1972.
Despite assertions from statehood activist Julius Hobson that the Home Rule Act was "home fool," a watered down series of compromises that ultimately left all the real power with the federal government, the legislation was passed by Congress, signed by President Nixon, and ratified by the District's residents by a vote of 83,530-18,037.
Most argue that the economic state of the District is due in part to mismanagement and over-commitment by the District government and in part to the impossibility of a city managing state, county, and municipal responsibilities with a restricted tax base and a needy population.

After the seat of the national government was moved to the District in 1800, District residents were not allowed to vote in national elections.9 This reflected Madison's view that the proximity of the District's citizens was enough in itself to ensure that their concerns were well represented to the Congress and President.
