 The People's War: Maoist Insurgency in Nepal 
The communist movement in Nepal that first appeared in 1949 after the formation of Communist Party of Nepal under the leadership of late Pushpa Lal Shrestha emerged in intellectual opposition to the Nepali Congress, though at times, they united against their common foes, first the Ranas, and subsequently, the monarchy.
In a newly democratic era, their voices rose to the surface and many believe that this was the opportunity to win the hearts and minds of much of the rural villages by addressing their historic neglect and discrimination, but, the government's response was superficial.
Nepal's problem is not the Maoist war but an entrenched coalition of corrupt politicians and bureaucrats that profits from Maoist war.

A women’s group, the All Nepal Women's Association (Revolutionary), is alleged to be a front outfit of the CPN-M. The All Nepal National Independent Students’ Union (Revolutionary), or ANNISU-R is the student wing of the Maoists.
In the districts of Rolpa, Rukum, Jajarkot, Salyan, Pyuthan and Kalikot in mid-western Nepal, Government presence is limited to the district headquarters with the rest of each district under Maoist control.
Also they are in a process of consolidating their presence in West Midnapore district, Bankura and Purulia especially in North Bengal with the help of Kamatapur Liberation Organisation (KLO).

 Livestock Project to Help Improve Food Security, Nutrition, and Incomes in Nepal
The project, the fourth ADB-supported livestock development project in Nepal since 1980, will improve levels of food security, nutrition, incomes, and employment from livestock production and small-scale livestock related enterprises for 164,000 families in 48 districts of Nepal.
Nepal has one of the highest livestock populations per capita and per unit of cultivable land of any country in Asia and more than 80% of its working population is engaged in subsistence agriculture.
The livestock subsector is one of the key entry points for programs to reach Nepal's rural poor.

The purpose of the Nepal Trust’s Health Project is to make basic health services at both the health post and district hospital levels available to communities in Humla who would otherwise have little or no access to them.
The Nepal Trust also aims to expand its health services so these services will be available at central locations such as the district hospital in Humla that will include: inoculation, TB, eye, ear, skin, dental and minor surgery health camps.

Celvin Ruisdael sent me a link to the Nepal Population Report 2002 on the website of the Ministry of Population and Environment.
The simplest explanation I could find was that my own data were correct; also, the 1991 census data by district on the Ministry page are probably correct, with one exception: the population of one of the districts in the Mid-Western region is 2,000 too low.
I have come to the conclusion that the zones of Nepal have fallen into disuse, and that the development regions are now the primary subdivisions of the country.

Nepal Campaign to Ban Landmine (NCBL) has launched Mine Risk Education (MRE) in 25 districts of Nepal and Bara is one of them.
Besides, this program, NCBL organised a day-long seminar on MRE at the District Chamber of Industry and Commerce on 19 Bhadra 2062 encompassing representatives from various political parties, security agencies, human rights activists, teachers’ union, principals of schools and students’ unions.
Instead of 15 schools, this program should be launched in all the primary, lower secondary, secondary, higher secondary schools and campuses and in every nook and corner of the villages.

The overall prevalence of lymphatic filariasis from a 4,488-sample population was 13% and 33/37 districts were found to be endemic.
On the basis of geographical data, the highest number of cases was found at altitudes between 500–700 m; however, a substantial number of infected individuals were found in the highly populated Kathmandu valley, at altitudes between 900–1,500 metres where transmission appears to take place.
