When a neighbors dog or dogs barks for hours on end keeping people awake, or just annoying people that is disturbing the peace and you should be able to complain to the police and have them stop the barking now, and perhaps arrest or ticket the dog owner to make sure it doesn’t happen.
And the people who are having their peace disturbed have the right to complain to the police and get the barking stopped.
The police should just assume they are disturbing the peace and either arrest them or write them tickets and make them shut off their radios.
