Melbourne's overwhelming dominance of the state of Victoria's population and economy means the Victorian state government is also effectively the city government of greater Melbourne.
Melbourne's best-known sporting events are the Australian F1 Grand Prix, numerous international Cricket matches, the Australian Football League Grand Final and the Spring Racing Carnival which culminates with the running of the Melbourne Cup horse race at Flemington.

Talk:Melbourne - Wikipedia, the free encyclopedia
Greater Melbourne (which this article is about) has no flag, coat of arms, or Mayor or Lord Mayor, but a collection of dozens of each, none of which represent the city as a whole.
The article is mostly about Greater Melbourne, so the best solution is to move that, the mention of the motto in the lead paragraph, and the sister cities section, to the separate page for the LGA.
The City of Melbourne has it's own article, and this article is about the whole of Greater Melbourne, so the LGA info should not be in this infobox.

Why it's not so easy being Green - Vic Election 06 Opinion - Victoria Votes
In a number of cliffhanger seats in outer metropolitan Melbourne, sitting Labor candidates were sweating on the preference flows from strong Green performances to see if they would be back in the next parliament.
There was much bitterness in the campaign for the inner-city seats of Melbourne and Richmond and this may influence relations beyond this weekend.
It should be noted, however, that the Greens did actually direct preferences to Labor in nearly all of the marginals the Governments held in the outer suburbs, and this may well save the parliamentary careers of a number of Labor MPs.
