DIXVILLE NOTCH, N.H. -- Wesley Clark won the initial votes cast this morning in New Hampshire's Democratic presidential primary, the first to be counted in a state primary this year.
Most of Dixville Notch's 16 independents and Hart's 14 were expected to vote in the Democratic primary.
Dixville marked a milestone, the first presidential primary since town patriarch Neil Tillotson died two years ago at 102.

In the 1960 election, the voters of Dixville Notch were "First in the Nation" to report the results of the Presidential election.
Since then, Dixville Notch voters have agreed to turn out every four years to meet the many candidates that come to the Notch seeking their vote, as well as arriving at the polling place (The Ballot Room in the Hotel) just before midnight on election day.

What I didn't know is that the Grand Balsams is Dixville Notch, N.H. When network anchors tell you that the "tiny hamlet, etc., etc." has voted, images of farmers tramping through snowy streets to cast their ballots at town hall probably spring to mind.
That year, the Notch was granted the status of an unincorporated town for voting purposes.
Thanks to the Dixville Notch Amendment to the federal Uniform Poll Closing Law, a community can close the polls and tabulate its vote if all eligible voters have cast their ballots.
