Terrence Thirteen, known simply as Doctor Thirteen, is a comic book character in the DC Universe.
Terrence was a parapsychologist who investigated reports of supposed supernatural activity with the goal of proving that that allegation is groundless.
Morrison's take on Thirteen's perceptions is slightly different; while exploring a mystical realm with Zatanna and others, he accepts what is happening, but explains it in terms of physics, rather than magic.

His tenure in the lead role is arguably the most controversial of any of the seven Doctors that appeared in the main run of series, and he departed under ignominious circumstances, with fandom divided to this day about whether or not he ever managed to make a good Doctor.

For generations, the Thirteen family's less-savvy neighbors had hated and feared them, suspecting supernatural goings-on — but in reality, they were thoroughly devoted to science and rationality.
But this is how Dr. Thirteen continued to be characterized, not just in his encounters with the Stranger, but even when, in the early 1980s, he briefly had a series in Ghosts (one of those supernatural/horror titles that don't usually have ongoing characters), and came face-to-face with The Spectre himself.
