The earliest 'proper' Doctor Who merchandise to be produced was any attempt imaginable to cash in on the massive popularity of the Daleks.
More desirable was the Doctor Who Give-A-Show Projector, a simple projector with a set of slides telling of adventures involving Dr Who and the Daleks, which was produced by Chad Valley.
A similar idea was adopted by Nestle's Dr Who chocolate bars in 1971, the wrappers of which chronicled the adventure Dr Who Fights Masterplan Q and so therefore had to be collected in order to enjoy the whole adventure.

In 1976, the original Doctor Who "Mego" line made it's debut as exclusives for Great Britain from Denys Fisher with six pieces- the Fourth Doctor, Leela, The TARDIS, the Giant Robot, a Dalek, and a Cyberman.
The December 1982 issue of Doctor Who monthly, issue #71, had a guide to Doctor Who merchandise, and said by that time the set of seven was "only then disappearing from the shelves, though the figures of Tom Baker and Leela had been scarce for some time previous."
The "Doctor Who" line was by all accounts considered a success so it still remains unclear today why it didn't continue on.

I mean, just because I watch Doctor Who, read Doctor Who, talk about Doctor Who, hum the theme song to Doctor Who, buy Doctor Who merchandise, write fiction set in the Whoniverse, and dream about Doctor Who, that doesn't mean it's the only thing I think about.
For example, some of my time involves slagging off Coronation Street for getting Doctor Who cancelled, or complaining to my local bookstore for not carrying Doctor Who books.
