In Norse mythology, the Dokkalfar, or dark elves, are evil, subterranean counterparts to the light elves.
Dokkalfar dwell in mounds, rocks, and are not fond of daylight.
Some documentation indicates that the Dokkalfar were not that of an elven race but, of a dwarven, cited above stating it was "elven/dwarven" however this documentation [2] (http://www.bookoffluids.com/summariatheologica.htm) Indicates they were dwarves, highlighted in this passage under the heading of "The Bad Guys":

The Dokkalfar or the "Dark Elves" are dark beings and many link them to the Niflungar of the Sigurd lays and many hold they dwell in Niflheimr, although this is also said of the Svartalfar by many today.
Others feel the Dokkalfar may be the souls of dead men dwelling in mounds.

Alfar are more like the Norse Dokkalfar (literally, Dark Elves), as opposed to the Ljossalfar (Light Elves, or the original basis for the Tolkien elves which represents the elves we generally recognise).

Originally maggots in the body of the great giant Ymir, they are sometimes also called Dokkalfar.

I don't know where my own copies of the Edda are, or I'd see what that translator used.
