The Dominican Campaign Medal is a military decoration of the United States Navy which was created on December 29, 1921.
To be awarded the Dominican Campaign Medal, a service medal must have performed active military duty in Santo Domingo (now called the Dominican Republic) between the dates of May 5 and December 4, 1916.
The Dominican Campaign Medal commemorates the bravery of the United States Marine Corps who, with the assistance of the Navy, landed in the Dominican Republic to protect American and Haitian diplomatic personnel upon the outbreak of political unrest between violent factions.

Although the proper name of the award is the Medal of Honor (Army Medal of Honor, Navy Medal of Honor, etc.), it is due to the fact that it was established by an act of Congress, that most erroneously refer to it as the "Congressional Medal of Honor".
Although there were special medals voted by Congress for special contributions (the first awarded to George Washington in 1776; the first awarded to common soldiers were those given to three militiamen who jumped and captured a spy named John Andre), there were no special awards for servicemen.

Moving to San Diego in August of 1942, the general took command of the Amphibious Corps, Pacific Fleet, under which he completed the amphibious indoctrination of the 2nd and 3rd Marine Divisions before they went overseas and the 7th Army Division and other units involved in the Aleutians operation.
The Amphibious Corps, Pacific Fleet, was later re-designated the 5th Amphibious Corps, and in September of 1943, as commander of that unit, General Smith arrived at Pearl Harbor to begin planning for the Gilberts campaign.
As already mentioned, the general holds the Distinguished Service Medal with three Gold Stars in lieu of additional awards, the Croix de Guerre with palm and the Purple Heart Medal.
