Carcieri painted his plan to suspend sales taxes on most goods during the weekend following Thanksgiving as a way to lessen the impact of high energy prices both on consumers and the state's economy.
The second part of Carcieri's plan for a special session involved setting aside $3.7 million of the gross receipts tax people pay through their utility bills for a fund to help low-income elderly and the disabled.
The $3.7 million, Carcieri explained, would come as a result of the sharply higher prices for electricity and natural gas that have either already been approved or are under consideration by the Public Utilities Commission, so it would be revenue that was not anticipated when the budget was passed.
