Pippin had succeeded his own father, Charles Martel, as Mayor of the Palace of a reunited and re-erected Frankish kingdom comprised of the formerly independent parts.
Pippin solidified his position in 754 by entering into an alliance with Pope Stephen III, who presented the king of the Franks a copy of the forged "Donation of Constantine" at Paris and in a magnificent ceremony at Saint-Denis anointed the king and his family and declared him patricius Romanorum ("protector of the Romans").
Pippin donated the re-conquered areas around Rome to the Pope, laying the foundation for the Papal States in the "Donation of Pippin" which he laid on the tomb of St Peter.

Donation of Pepin - Wikipedia, the free encyclopedia
The "Donation of Pepin" in 756 provided a legal basis for the erection of the Papal States, which extended papal temporal rule beyond the traditional diocese and duchy of Rome.
In 751 the Lombards under their king Aistulf had conquered the Exarchate of Ravenna, the main seat of Byzantine government in Italy, whose Patriarch held territorial power as the representative of the Eastern Roman emperor, independent of the Pope.
For the first time ever, the Donation made the pope a temporal ruler over a strip of territory that extended diagonally across Italy from the Tyrrhenian to the Adriatic.

 PIPPIN AND CHARLES THE GREAT
Donation Until the Lombards were thoroughly subdued the gift was of little value; but later it served as a very important precedent and helped to influence Charles the Great to make his donation.
Pippin fought other successful wars; he expelled the Saracens from Narbonne in 759; after eight years of fighting he succeeded in reducing all Aquitaine to submission, thus completing the work of Charles Martel; he put down a revolt in Bavaria, and led a victorious campaign against the Saxons.
Pippin left two sons, Charles and Carloman, between whom the realm was divided.

STEPHEN - LoveToKnow Article on STEPHEN   (Site not responding. Last check: 2007-11-07)
STEPHEN II., pope from March 752 to April 757, was in deacon's orders when chosen to the vacant see within twelve days after the death of Zacharias.1 The main difficulty of his pontificate was in connection with the aggressive attitude oi Aistulf, king of the Lombards.
After unsuccessful embassies to Aistulf himself and appeals to the emperor Constantine, he though in feeble health, set out to seek the aid of Pippin, by whom he was received in the neighborhood of Vitry le Brule in the beginning of 754.
The result of his negotiations was the Prankish invasion of Aistulf's territory and the famous " donation " of Pippin.

 CATHOLIC ENCYCLOPEDIA: Donation of Constantine
The document goes on to say that for himself the emperor has established in the East a new capital which bears his name, and thither he removes his government, since it is inconvenient that a secular emperor have power where God has established the residence of the head of the Christian religion.
The distinctions conferred on the pope and the cardinals of the Roman Church the forger probably invented and described according to certain contemporary rites and the court ceremonial of the Roman and the Byzantine emperors.
The medieval adversaries of the popes, on the other hand, never denied the validity of this appeal to the pretended donation of Constantine, but endeavoured to show that the legal deductions drawn from it were founded on false interpretations.

The problem of modern criticism, of course, is, not to establish the spuriousness of the Donation,-that has long been obvious,-but to locate the origin of the document as closely as possible.
In the full text of the Donation, as for instance the one published by Zeumer, are found many features distinctive of Italian documents of the eighth century, and a number that apparently are peculiar to the chancellery of Stephen II (III), Bishop of Rome 752-757, and of Paul I (757-767), more particularly the latter.
In short, the language of the Donation seems to point to the papal chancellery as the place of its origin, and the pontificate of Paul I (757-767) as the most probable time.

From this time forward it was increasingly used by popes and canonists in support of the papal pretensions, and from the 12th century onwards became a powerful weapon of the spiritual against the temporal powers.
By the partisans of the Empire, on the other hand, the Donation was looked upon as the fons et origo malorum, and Constantine was regarded as having, in his new-born zeal, betrayed his imperial trust.
The donations of Pippin and Charlemagne established him as sovereign defacto; the donation of Constantine was to proclaim him as sovereign dejure.

Milton V. Anastos - 12. The iconoclastic controversy, the fall of Ravenna, and the beginnings of the papal state   (Site not responding. Last check: 2007-11-07)
Indeed, the struggle of the papacy with Byzantium over the icons led in 751 to the Lombard capture of the Byzantine Exarchate of Ravenna; and this Byzantine defeat, in turn, was an important factor in the donation of Pippin, which laid the foundation for the papal state in 754.
(125) Pippin's arrangements with Rome, which he himself ratified in 756, were confirmed by his son Charlemagne (768-814) after the latter's decisive victory over the Lombards in 774 in Pavia that brought the Lombard kingdom to an end and marked the final, irrevocable termination of Byzantine rule in Northern Italy.
After this collapse, Byzantium lacked the power to enforce the rule, which had been established by the Emperor Justinian in 537, that the pope of Rome could not be ordained until after his election had been confirmed by the Byzantine emperor.

Fourth, that it is not true either that a copy of the Donation is found in the Decretum [of Gratian], or that it was taken from the History of Sylvester; for it is not found in it or in any history, and it is comprised of contradictions, impossibilities, stupidities, barbarisms and absurdities.
But it is believable, you say, that he recognized this "donation." I believe so, too; that [if it was given] he not only recognized it, but sought it, asked for it, extorted it with his prayers; that is believable.
For the fact that there is mention of the donation in the document of the deed is no reason for inferring that it was accepted; but on the contrary, the fact that there is no mention [anywhere] of an acceptance is reason for saying that there was no donation.
