Dooh Nibor is the reverse of Robin Hood, who, according to English folk tales, was an outlaw that "stole from the poor to give to the rich."
Unlike Uncle Sam or Santa Claus, Dooh Nibor is not a well-defined fictitious person.
It has nothing but a name, and was used only to describe a government or politician that legally "stole from the poor to give to the rich."

Last week The Washington Post got hold of an Office of Management and Budget memo that directed federal agencies to prepare for post-election cuts in programs that George Bush has been touting on the campaign trail.
That agenda is to impose Dooh Nibor economics - Robin Hood in reverse.
The end result of current policies will be a large-scale transfer of income from the middle class to the very affluent, in which about 80 percent of the population will lose and the bulk of the gains will go to people with incomes of more than $200,000 per year.

Who or what is Dooh Nibor and why are references to him/her/it suddenly showing up in BlogPulse?
Seems that New York Times op-ed columnist Paul Krugman's June 1 piece about Bush's economic and tax policies is being passed around and linked liberally among bloggers (2nd on the bursty people list, 4th on the bursty phrase list).
"Dooh Nibor" is Robin Hood spelled backwards, and it's Krugman's way of describing the Bush Administration's tax and spending policies that, in his opinion, represent "a large-scale transfer of income from the middle class to the very affluent." You know, steal from the rich, give to the poor...only backwards.

His New York Times column last week reveals with alarming clarity that despite his pretensions of scholarship, Krugman’s economics can be reduced to Proudhon's famous socialist slogan, "Property is robbery."
The column is called “Dooh Nibor Economics.” That's "Robin Hood" spelled backwards.
Not especially witty (what's next — a column in Pig Latin?), but the idea is clear enough: According to Krugman, Bush's tax cuts steal from the poor and give to the rich.

It is. The revision of the U.S. tax code has been subjecting the American people to a mass redistribution of wealth since the Reagan Revolution.
However, it has really been the old Robin Hood story in reverse; let’s call it the “Dooh Nibor” Principle (get it?) That makes it sound more like a foreign terrorist.
Actually, Robin Hood in reverse has been a domestic terrorist plot wrecking havoc over the land for decades, taking funds from programs for the poor to pay for massive tax cuts and screwy, unfair loopholes for the wealthy.

How often have you heard a talking head or one of your acquaintances spit out the typical Republican harangue against a culture of entitlement?
It is particularly timely to examine this thread in light of Bush's recently released 2005-06 budget, the one Paul Krugman calls Dooh Nibor Economics (Robin Hood in reverse).
When the numbers are examined in any kind of detail, it is immediately clear that the President means to continue to aggressively pursue reducing taxes, cutting social spending, and using government money and power to better the bottom line for big business and rich people.
