New Delhi: Private television channels using state-run Doordarshan's direct-to-home (DTH) platform are upset at its plans to impose a hefty carriage fee of Rs.10 million a year from June 1.
Doordarshan is a public broadcaster that functions under the scrutiny of parliament and draws a substantial budget allocation for its functioning," an official of a private channel told IANS.
Pointing out that DD Direct Plus was a "splendid success as it was a unique platform for all Doordarshan channels and a blend of private channels", the private channel official alleged the move to charge a carriage fee was "yet another case of bureaucracy ruling government policies".

Doordarshan was in favour of a solution, including the proposal that it will telecast the entire feed of Ten Sports without inserting its own advertisements, in addition to paying a certain sum to the Dubai-based channel.

The Hindu : CRICKET TELECAST AND `NATIONAL INTEREST'
While cricket fans will welcome the facilitation of the live relay of the matches on free-to-air Doordarshan, several issues are involved in a case that originally started at the level of a commercial contract.
This compromise was not acceptable to Doordarshan because commercial interest demanded cable distribution of its cricket telecast to households in metros and other urban areas.
In the international context where sports is the driver for pay channels, Doordarshan should have bid properly for rights to telecast sporting events of interest to India rather than seek to override international agreements on the grounds of national sovereignty and public interest.

Doordarshan's programs on national integration, panel discussions and folk music have viewership rates of less than 2 percent compared to prime time entertainment programs which have 50 percent ratings, yet these continue to be aired.
In a similar vein, Mankekar posits that Doordarshan discourses are directed at co-opting the upwardly mobile classes, who in turn are `captured' simultaneously as a market for consumer goods advertised by sponsors of programming and as an audience for nationalistic serials, into the project of constructing a national culture.
That Doordarshan is not relinquishing its erstwhile monopoly happily is obvious in its recent show of force, when it denied satellite uplink facilities for the transmission of the immensely popular Hero cup cricket matches.

The idea of autonomy for the government controlled All India Radio and Doordarshan was first mooted when the Janata Party came to power in 1977 in the aftermath of Emergency when the AIR and Doordarshan ended up as the government's mouthpiece.
As per the Prasar Bharati Act 1990, the functioning of Doordarshan is to be guided by the Prasar Bharati board and a chief executive appointed by the government.
Yet the fact that Doordarshan still has a vast reach throughout India is no doubt alluring to any government, especially one that is seen on the defensive.

HIGHLIGHT OF AGITATION AGAINST THE TIPU SULTAN SERIAL
The legal fight against the shameful and motivated attempt of Doordarshan and the Government of India to project the usurper king of Mysore, Tipu Sultan, as a national hero, was a long, expensive and frustrating ordeal.
But the Doordarshan serial on Tipu Sultan, based on a novel entitled The Sword of Tipu Sultan by Bhagwan Gidwani, was full of deliberate distortion, fabrication, and suppression of recorded facts of history with the object of glorifying a villain as a national hero, a benevolent ruler, and a paragon of all virtues.
The Petitioners objected to and protested against Doordarshan misusing the official media network to telecast a controversial serial full of lies, distortions and white-washed stories about a historical figure who was hated all over South India for his heinous crimes and cruelties in the service of Islam.

By all means, let Doordarshan launch an all-news channel; in fact, they could even have a separate channel for domestic news and a separate one for international news.
Clearly money was not the consideration; it was very obviously the reach that Doordarshan says it has — and for the time being has, but only for the time being — taking its signal, no matter how terrible its quality to remote corners of the country.
That reach is more of a myth than anything else; in the very large areas now covered by cable and satellite channels, Doordarshan has virtually no viewership at all, even of its news bulletins; viewers prefer to watch Aaj Tak, Zee or NDTV 24x7 or any of the other news channels that are available.
