 Important Characters - Message Board - ezboard.com
Personality: Dr. Doran Routhe is, by even the most conservative estimates, a very odd man. He is also, by similar estimates, a very powerful one.
Routhe frequently talks to it, in a different tone than with other people, almost as if it is somehow worthy of his attention and affection, when seemingly nothing and no one else is.
However, Routhe's connections are many and vast, and Ivanov has so far not tried to reign in or assert his authority over Routhe's operations, treating him essentially as an independant researcher.

I guess this could even be connected with his potential link to "Doran Routhe" from the history of the Terrans, if we were to go along with the theory that Doran and Duran were quite possibly somehow one and the same.
I'm not saying, "Duran was Doran and that's the only truth behind the mystery of his character," after all.
This "Doran Routhe = Samir Duran" theory has been around for a while now, and it started with the obvious similarity between those names.

Once the Routhe’s plans were revealed to the select number of senators that had dealings with this intelligence network, they decided to allow Routhe to pursue his goals so that they could, through him, carry out their own agenda’s for humanity’s mad dash for distant stars.
All this to make sure that the goal of the expedition would not be Gantris VI but the galactic fringe were, so thought the generals in question — it would be far easier to conceal their own influence and it would take longer for the UPL to stretch its territory that far into space.
