Born in Manchester, Douglas Lowe attended Harrow and Highgate School and excelled immediately as a middle distance runner, winning the Public Schools' 880 yd (805 m) title in 1920.
Lowe was a British champion in 440 yd (402 m) and 880 yd (805 m) in 1927 and 1928.
Lowe retired from athletics at the end of the 1928 season and took up law at the Inner Temple in London.

 Traffic collision fatal for bicyclist 10/23/03
Douglas Edward Lowe was riding his bicycle southbound on Culver Drive when a red 1993 Ford Mustang driven by Javier Valle, 23, of San Bernardino collided with the rear of the bike, according to police.
Lowe was thrown about 100 feet, landing on the side of the road, Cherney added.
Lowe, a resident of the University Town Center area, was taken to Irvine Regional Hospital where he died of his injuries at 11:26 a.m., police said.

On 10-21-03, at approximately 1045 hours, officers from the Irvine Police Department responded to Culver Drive, south of Campus, reference the report of a traffic collision involving a Ford Mustang and a bicycle.
The bicyclist, Douglas Lowe, a 46-year-old resident of Irvine, sustained fatal injuries as a result of the collision when he was rear-ended by a motorist on the right shoulder.
The driver of the Ford Mustang, Javier Valle, a 23-year-old resident of San Bernardino, was uninjured and released from the scene pending the completion of the investigation.
