It serves the residents of Dover Township, New Jersey, and communities outside of Dover Township including the borough of South Toms River and a portion of Berkeley Township (Plate 2).

Dover Township was found to be the only municipality in Ocean County with a statistically significant elevation in overall childhood cancer rates.
In the township as a whole, as well as in the Toms River section of the town, both leukemias and brain cancers were elevated, particularly among female children under age 5 years.
In response, the New Jersey Department of Health and Senior Services and the New Jersey Department of Environmental Protection launched an extensive analysis of the community water supply, beginning with schools in the Toms River area in March 1996.

The New Jersey Department of Health and Senior Services (NJDHSS) and the Agency for Toxic Substances and Disease Registry (ATSDR) are releasing the report, Case-Control Study of Childhood Cancers in Dover Township (Ocean County), New Jersey, which completes the study of possible risk factors for childhood cancers in Dover Township.
The second study (the Birth Records Study) examined the birth records of children whose mothers lived in Dover Township at the time of the child's birth, and who were diagnosed with cancer while living anywhere in New Jersey or one of several other states.
The study evaluated the association between childhood cancers in Dover Township and exposures to each of the ten public water well fields ever used in the system during the study period (I 962 - 1996), as well as private wells in areas of known groundwater contamination.

DOVER TOWNSHIP -- The New Jersey Environmental Federation endorsed independent candidate Paul C. Brush in the Dover Township mayor's race yesterday, saying his opponent, GOP Mayor John F. Russo Jr., has used "unsubstantiated claims about leaking drums at Ciba-Geigy," for his own political gain.
It also seeks to intervene in the cleanup at Ciba and seeks to have 38,000 drums of waste removed from a permitted, lined landfill on the property, which is overseen by the state Department of Environmental Protection.
The township's lawsuit claims that the DEP's own documents indicate the landfill's liner may be leaking.

In the case of modeling the water-distribution system serving Dover Township, area residents wanted assurances that a sufficient number of measuring locations would be available to accurately characterize the distribution system.
Review of installation pressure data indicated that all data logger and gauge pressures were within 3 psi for both the March and August 1998 tests (e.g., Appendix C) with the exception of the logger installed on hydrant H-21 (Plate 6; Table 3) during the March 1998 test.
Given the multiple number of points of entry to the water-distribution system serving the residents of Dover Township, the ability to track the percentage of water originating from a point of entry becomes a very useful analysis tool for this investigation.

By May 1997, activated carbon treatment to remove SAN trimer had been installed on wells #26 and #28, and the treated water was discharged to the ground (although this treated water could be pumped into the distribution system at times of high water demand).
In June 1999, activated carbon treatment was installed for wells #29 and #22 at the Parkway well field, to protect against sporadic or potential contamination, and a new well (#26B) was installed to assist in the control of the contaminated ground water plume.
