I think this theory is supported by the fact that Downside DC ran into issues after relaying spam via a compromised script.
None of them are specific to their mail, none of them are specific to Goodmail, and it gets tiring to hear about the giant AOL email conspiracy, tiring of hearing about the AOL email tax, etc., etc., when thousands of senders and sending millions of legitimate mails into AOL with regular success.
The only other specific point I want to reply to regarding Downsize DC is regarding feedback loops.

 FANNIE MAE FOUNDATION FINAL REPORT
Among the youth, two were from foreign countries (Canada and Turkey) and the other nine came from across America, ranging from the greater DC area, to San Antonio, Texas, to Tempe, Arizona, to the Pacific NW including three coming from the local area in Oregon.
The Fannie Mae Foundation funding of $5,000 was able to cover 5 of the youth most in need within the “at-risk” and “low-income” categories.
We were able to downsize our budget with about 59% of the expected income and 56% of the expected expenditures.

Here's the deal: the fine the Downsize DC folks are ranting about wasn't levied because the "United Seniors" group just put the words "Social Security" on their solicitation envelopes, but because they designed the envelopes to look like they'd come FROM the Social Security Administration.
It turns out that Downsize DC used to be called the "American Liberty Foundation", which their defunct-but-still-active Website proudly points out was founded by none other than 2000 Libertarian Party presidential candidate Harry Browne.
Basically, they're a bunch of sleazeball nutjobs (Art Linkletter, how could you?), and Downsize DC are trying to stick up for them and point to them as an innocent advocacy group being attacked by the government (for what, espousing the government's own take on Social Security "reform"?).

Now a new organization, which calls itself Downsize DC, has come up with draft legislation that would require Senators and Representatives to read bills before voting on them.
Back to the specific issue that sparked these reflections: Downsize DC has drafted a bill (but apparently has not yet found a congressional sponsor) based on this principle:
