Take the TTC Subway to Downsview Station, follow the signs to the Buses, and transfer onto TTC Route 196 York University Rocket (no paper transfer required) to York Lanes (on York's Campus), which is where the York U bus terminal is. Then board York Region Transit (YRT) Route 20 Jane-Concord, which directly services Vaughan Mills.
Option 2 - Take the TTC Subway to Downsview Station, follow the signs to the buses, and transfer onto Route 105 Dufferin North.
All routes in red are TTC routes that are contracted to YRT so you pay YRT fare if you're north of steeles, and TTC fare if you're south of steeles, or both if you're going across Steeles.
