The Trans-Manhattan Expressway, the only one of Moses's planned Manhattan expressways ever constructed, connecting the George Washington Bridge with the Cross-Bronx Expressway, was completed in 1962.

Although ownership of the RMA expressway system would revert to the City of Richmond, the city is not required to remove tolls when assuming ownership of the expressway system.
