Dragan Jocic, co-chairman of the Constitutional Commission, told the press that no agreement has been reached on important issues such as the National bank of Yugoslavia and the new state's representation in international financial institutions.
Jocic, who is an official of the Democratic Party of Serbia, said that the matter at stake is how much of the resolutions proposed and approved by the Democratic Party of Socialists will affect the establishing of a strong state union, and how much they will "actually be aimed at weakening the future union".
Criticizing this proposal, Jocic warned that this could strip MPs of their mandates "if someone were to assess that they were working to the disadvantage of the member-state that delegated them".Nowhere else in the world does such a system exist, said Jocic.

Serbian Interior Minister Dragan Jocic said on Dec. 26 that the police did not know who Ratko Mladic's chief financiers were, and that they had no data with which to locate Mladic or any other person indicted by the Hague tribunal.
Submitting his six-monthly report on the work of his ministry to the Defense and Security Committee of the Serbian Legislature, Jocic emphasized that in 2001 and 2002, there was enough data to arrest the most wanted Hague indictees.
Jocic also confirmed that a National Security Council would soon be formed to deal with the question of searching for the Hague indictees.

Jocic said that the Ministry of Interior has been receiving information on possible unlawful dealings in Mobtel for some time now, specifying that the information refer to different means of misuse and imply that Mobtel has caused considerable damage to the state.
According to Jocic, the initial indication that Mobtel has issued licence for performing telecommunication activities in Kosovo-Metohija to the company Mobikos without the Serbian government's consent, enabling Mobikos owner Ekrem Luka to use state resources, turned out to be a grounded truth.
Jocic recalled that he has every confidence in a head of the special team he appointed to lead this case, adding that he also firmly believes the police will professionally fulfill the appointed task.

Jocic said the security department of the US embassy in Belgrade had informed him late yesterday evening that one of its long-time employees, Serbia and Montenegro citizen Miroslav Cimpl, had accidentally hit one of the cars in Tadic’s motorcade on Tuesday.
Prior to Jocic’s press conference, EU Foreign Policy chief Javier Solana and NATO officials in Brussels expressed their concern about the “attack”, while all Serbian parties condemned it strongly.
The special army unit, according to Jocic, is not specifically trained for these kinds of operations, nor is it directly linked to the police communications system, which had allowed Cimpl to flee from the scene of the accident.

 Kostunica rules out bid for presidency
Dragan Jocic said that the Democratic Party of Serbia did not believe presidential elections at this point would help resolve the political crisis in Serbia, and repeated the party’s call for early parliamentary elections.
The Democratic Party of Serbia was once a member of the DOS coalition that came to power after the overthrow of the Milosevic regime, but quickly fell out with the Democratic Party, then led by murdered Prime Minister Zoran Djindjic, over the pace of reform.
Jocic would not say whether the party would call on voters to boycott the ballot on November 16.
