Mladenovic, a late starter, who only earned the first of his 10 caps a year ago when he scored against Wales in a Euro 2004 qualifier, has been tracked by McLeish and his coaching staff for more than six months.
Last season, Mladenovic was deployed in several midfield roles by Red Star and he is believed to pose a big goal threat in attacking situations.
Mladenovic will now link up with Alex Rae in the engine room of the Rangers midfield, although a creative type is still being sought by McLeish.
