The Dramya are one of the species alluded to by Trade Master Greenish of the Melnorme during his negotiations with The Captain of the New Alliance of Free Stars.
When The Captain attempted to assert The Flagship's military superiority to Greenish's Inevitably Successful in All Circumstances, Greenish invoked the Dramya as a quiet threat, claiming that the Dramya civilization had once attempted large-scale theft from the Melnorme traders, and pointing out that as a result the Dramya had vanished from history.
The details of this story are unknown, but the fact that the Melnorme were confident enough to make this threat at all combined with later observations of the Melnorme Trader ships' prowess in battle gives credence to the claimed military might of the Melnorme civilization.

I would argue it's a weak explanation, since there's no particular reason why the name of the race should be a more valuable piece of info than the whole story about them.
(BTW, this "the Melnorme never *ever* give away information" seems to be something the Melnorme want you to think but isn't entirely true -- the Melnorme seem to love to give away driblets of information when it suits them.) Your second explanation is inconsistent -- the Melnorme mention the Keel-Verezy and Dramya's names, after all.
The first explanation is possible, but unlikely, since they refer to the Algolites' "regret" implying that the Algolites are a sentient species, and planets with multiple sentient species seem rare (at least rare enough that the Zoq-Fot-Pik are remarkable for it).

The Algolites didn't die in a stupid accident caused by the Spathi?
I don’t want to see a lone Zebranky suddenly pop out of nowhere piloting a deadly shuttle and claiming he learned how to fly by watching the Zot-Fot-Pik build spaceships while he was peeking out of a crack while hiding in a closet.
I wouldn’t say the Dramya would be completely wiped out, but the Melnorme certainly kicked their sorry asses into oblivion during sometime in the past.
