None of the subsequent Dread Pirate Roberts really have to be as dreadful as the first one, since they live off the deeds of the name.

He is fabled to be the most fearsome pirate ever to sail the seven seas, and his very name strikes fear in the hearts of all who hear it.
But as events unfold, it becomes evident that the real Roberts retired decades ago; he has been replaced several times by different sailors, none of whom actually did anything remotely sinister.
Seemingly, the tales of Robert's misdeeds were enough to carry the legend into the foreseeable future, and to protect whomever stepped into the Dread Pirate's shoes.

Obviously the Dread Pirate Roberts does leave some captives alive or Westley really would be dead and there would be no movie - or no book for that matter, and no Dread Pirate Roberts to continue the legacy either.
When roberts was ready to retire, he would go on land find someone, train them, and then hire new crew, calling the new guy Roberts.
They could probably assume that it was the Dread Pirate Roberts, because he seems to follow a schedule (later, Prince Humperdink said 'The Dread Pirate Roberts is always around that area (I forgot which area) during this time of the year').
