This is down to the DC being easily hackable and extremely vulnerable to piracy, also the fact that SEGA was in a massive amount of debt before and after the DC launched and they simply could not support the system.

Dreamcast USA version has a 56k modem inside and supposedly you will be able to purchase a 10 mbs ethernet card later before X-mas to play with all you friends (it'd be neat if you could play Q2 at a LAN party with it).
CE was ported to the dreamcast so that developers which choose to use it (none do that I know of, but I may be wrong) can.

However, my chief complaint is with the control: in the Arcade version, you had to press the reverse button to turn your ship around.
This still holds true on the Dreamcast (you can reverse with the left trigger), except that you can also turn around by using the D-Pad.
