Driptorch - Wikipedia, the free encyclopedia
Variations of the driptorch can be attached to off road vehicles to ignite a fire while driving slowly along the ignition line (see a photo of this in controlled burn).
Another variant of the driptorch is the helitorch, which is attached to a helicopter and is used to ignite fire from the air.
In forest and prairie management, the driptorch is the most common tool used to ignite prescribed burns, which are used to remove excess fuel buildup or to re-create natural cycles of fire in an ecosystem.

Controlled burn - Wikipedia, the free encyclopedia
Controlled burns are commonly ignited using a tool known as the driptorch, which allows a steady stream of flaming fuel to be directed to the ground as needed.
Variations on the driptorch can be used such as the helitorch, which is mounted on a helicopter, or other improvised devices such as mounting a driptorch-like device on the side of a vehicle.
A pyrotechnic device known as the fusee can also be used in ignition.

Wildfire - The Encyclopedia   (Site not responding. Last check: 2007-11-06)
In alternative approaches, firefighters attempt to control the fire by controlling the area that it can spread to, by creating "control lines", which are areas that contain no combustible material.
These control lines can be produced by physically removing fuel (for instance, with a bulldozer), or by "backburning", in which small, low-intensity fires are started, using a device such as the driptorch, or pyrotechnic flares known as "fusees", to burn the flammable material in a (hopefully) controlled way.
These may then be extinguished by firefighters, or, ideally, directed in such a way that they meet the main fire front, at which point both fires run out of flammable material and are thus extinguished.

An effective method of reducing fire intensity is to use a series of spots or short 1- to 2-foot-long strips instead of a solid line of fire.
An added advantage of these short strips or spots is that driptorches will not have to be filled as often.
The helitorch is well suited for discontinuous fuels such as those in clearcuts because this system emits a steady stream of burning fuel globs.

Minnesota Valley National Wildlife Refuge - Fire Management
Each burn starts with a detailed plan that prescribes how, when and why the burn in being conducted.
All conditions need to be met before the first "driptorch" (canister of diesel and gasoline) drops a flame to the ground.
A crew of up to 15 people then encompass the unit with fire, taking care to keep it where it belongs.

Dana "Driptorch" Walter has a hands-on role in wildfire prevention and management.
She also uses a driptorch and other equipment to start controlled burns that eliminate excess fuel and prevent wildfires from spreading.

Helicopters can also be used to ignite backburns and controlled burns.
A driptorch mounted on the helicopter ( helitorch) can be used for this purpose.
Another device which can be used shoots a stream of flaming ping-pong balls into the forest.

FIRE DESCRIPTION : The fire was a line head fire ignited by driptorch on September 5, 1985.
Fire intensity and fire temperatures demstrate that fire on the high fuel plot was roughly four times as intense at the soil surface as that on the low fuel plot.

 What is a scout rifle? - www.ezboard.com
The short barrel is exectly what Goet said "The shorter barrel aids in brushwhacking".
The 'scout rifle' you're asking about Driptorch, was an idea that was originally conceived by Jeff Cooper the gun writer and (mostly self espoused) M1911A1.45 ACP expert.
Cooper wanted a rifle that's no longer than a meter (40 inches actually as compared to a yardstick) and serves as a modern day "carbine" not unlike a M94 Winchester or M336 Marlin in purpose.
