Driving includes knowing how to operate the mechanisms which control the speed and direction (which in technical terminology are both components of the velocity), and the braking of the vehicle, and especially includes knowing how to do both safely.
In nearly all countries, though, the laws controlling driving in practice (like speed limits) are enforced by the police, who are in the best position to identify violations as they occur and to issue citations or make arrests.

The alcohol and drug driving safety program shall further provide supervision and monitoring of all such persons whose sentences or terms of probation require completion of a program of alcohol and drug driving safety education or treatment.
For the purpose of this subsection (10), "alcohol and drug driving safety education or treatment" means either level I or level II education or treatment programs that are approved by the division of alcohol and drug abuse.

 Michigan Felony Drunk Driving
In addition to the felony charge of a 3rd offense, Michigan's drunk driving law makes it a felony to be involved in an accident causing death or "serious impairment" of another while intoxicated, impaired, or with the presence of any amount of a controlled substance.
The drunk driving statute makes it a 15 year felony for causing the death of a person, and it is a 20 year felony for causing the death of a police officer, firefighter or other emergency response personnel.
Interestingly, under the new revisions to the drunk driving laws in September 2004, impaired driving is no longer strictly defined by a certain blood alcohol measurement.
