I have it in my mind that if there is an attempt at a drop goal that is charged down illegally – say by an offside player – the referee can award the drop goal if, but for the illegal action the drop goal would have been scored.
The player off-side during the drop goal attempt scenario is penalised if the drop goal is unsuccessful - at the place of infringement - don't forget, if he's in front of a kicker, then it is a penalty where he was off-side or a scrum back where it was kicked.
A goal cannot be scored from a kick-off, a drop-out or a free kick.

The opinion seems to be that this this is not the intention of the law and thus the goal should not stand.
